Ballot Questions Focus On Outdoors

Bond In Investing Savings When voters head to the polls Tuesday, they'll do more than decide who controls the New Jersey Legislature. They'll also determine whether the state should spend hundreds of millions of dollars to buy open space, clean up brownfields, and repair dams.

First, Ballot Question 3, if approved, would add substantial debt to our state. New Jersey now has $3.17 billion in general obligation bonds that must be paid off. We have an additional $1.15 billion in debt that has been authorized by the voters but for which bonds have not been issued. We have a total state debt of $16.8 billion. In the current fiscal climate, the board of the League of Women Voters of New Jersey feels this is an unnecessary new burden for New Jersey taxpayers.

Bond Terms Trading Environmental groups largely support the proposals, though one activist has raised concerns about the fund for dam repairs. On the whole, environmentalists said the proposals would raise money to help the state keep green areas green while redeveloping blighted neighborhoods.

Bond Greenville Greenville # Public Question No. 1 would allow the Garden State Preservation Trust to float $150 million in bonds for the purchase of open space throughout New Jersey. That's a 15 percent increase above the $1 billion debt ceiling voters set for the trust in a 1998 referendum.

Trading Stock And Bonds McGreevey argues that low interest rates would allow officials to increase the trust's debt load without further burdening taxpayers. The 1998 referendum dedicated $98 million a year in sales-tax revenue to pay off bonds floated by the trust. Since interest rates have decreased, McGreevey says, the same amount of taxes can pay off more bonds.

Bond Investing Municipal New Jersey's environmental community is squarely behind the proposal.

Bond Trading Strategy # Public Question No. 3 would allow the state to issue $200 million in bonds for the construction and renovation of dams, flood-control projects, and wastewater treatment systems.

Another $50 million would finance wastewater treatment projects. State-owned dams and flood-control projects would receive $40 million of repairs from the fund. And $15 million would provide private owners with low-interest loans to dredge and clean their lakes and streams.

Bond Dayton Dayton Investment McGreevey says the bond issue is necessary if municipalities are to avoid disastrous floods, such as those caused by Tropical Storm Floyd four years ago.

Bond Management Market Risk But the New Jersey chapter of the Sierra Club does not support the proposal. Private dam owners should pay for their own dams, said Jeff Tittel, the club's executive director. And the question doesn't say which wastewater treatment projects the money would fund. That could mean extending sewer lines into rural areas, he said.

Bond In Investing Municipal Campbell said the proposal would fund improvements to urban sewer systems, allowing more building to take place in cities.
