A week earlier, the EPA inspector general said that, at the White House's insistence, the EPA was directed not to state that debris from the World Trade Center site might contain hazardous materials requiring further study. In addition, the EPA issued proposed rules permitting utilities to improve plants (and increase pollution of downwind states) without installing pollution control devices.

Bond Investment Toledo Toledo (AXcess News) Washington - After several years of legal wrangling and negotiations, the Bush Administration and the world's largest zinc producer have reached an international agreement to investigate contamination in the Upper Columbia River in northeast Washington state. Under this landmark agreement, Teck Cominco will fund and perform an EPA-monitored assessment of decades of past pollution in the river running downstream from Canada into U.S. waters. This study is the initial step in the clean-up process.

"By delivering results through cooperation over confrontation, the Bush Administration is avoiding years of inefficient litigation and beginning the restoration of the river basin."

"I have received evidence that the United States is seeking to undermine world efforts to negotiate an international agreement to reduce tobacco use, " Waxman said in his letter to Bush. Yesterday, a spokesman would say only that HHS Secretary Tommy G. Thompson "has said all along that he is committed to reducing global tobacco use and to working towards an international treaty that is practical and workable for everyone."

This Upper Columbia basin is a National Recreation Area visited by more than 1.5 million people annually. The multi-year study will assess risks from contamination to both people and the environment, and covers 150 river miles from the Canadian border downstream to the Grand Coulee Dam.

Environmental groups said Monroe is an example, but not a good one. They cited a 2000 study by Abt Associates, a group the EPA has used to gauge health effects of pollution, showing that the amount of pollution from the plant is responsible for 293 premature deaths, 5, 740 asthma attacks and 50, 298 lost workdays each year. They also cited an EPA model of Bush's initiative that showed the plant was not forecast to cut its sulfur dioxide.

Recently, Barry Bonds, a major league baseball player, and his wife went through a divorce. Mrs. Bonds claimed that the prenuptial agreement she signed was entered into involuntarily. The agreement waived all of her interest in the earnings of her husband during their marriage, as well as spousal support. Mrs. Bonds signed the agreement in Barry Bonds' attorney's office, and the next day they flew to Las Vegas to get married with friends and relatives in attendance. Mrs. Bonds was not represented by her own attorney. Nonetheless, the agreement was held as valid because there was ample evidence to show that the future Mrs. Bonds voluntarily entered into the agreement.
