GREENSBORO, Ga. -- Frank and Catherine Clark had lived in Atlanta for more than a decade when they got fed up with city living: The traffic congestion. The high costs and long waiting lists at good private schools. And, critical for him, the near-impossibility of getting into a desirable golf club.

Catherine Clark, a flight attendant, says her commute to Hartsfield Atlanta International Airport takes only 10 minutes longer. Their sons, Hampton, 7, and Palmer, 5, can attend private schools costing one-third to one-half what they would pay in their in-town Atlanta neighborhood of Buckhead. Her husband has four golf courses right in their subdivision.

''People out here have a lot of space. It's kind of retro, 'Let's get back to the way things were 60 years ago.' '' Adds Catherine Clark, 39: ''My parents say Hampton and Palmer have no idea how good they've got it: fishing in the lake, swimming, doing things most people do on their vacation.''

This moment of peace and quiet has been brought to you by Mother Nature. July is Recreation and Parks Month. For over 40 years, the National Recreation and Park Association has been fulfilling its mission to "advance parks, recreation, and environmental conservation efforts to enhance the quality of life for all people."

Bond Terms Trading There's more here than just the need for elbowroom and a pretty view. Houses within 300 feet of a body of water appreciate in value faster than their landlocked neighbors, says Gopal Ahluwalia, research director for the National Association of Home Builders.

Bond Debt High In Inside In his survey of 1,500 households last year, homeowners were asked to rank 21 amenities that they would be willing to pay more money for. Lakefront was fourth -- behind a park area, walking and jogging trails and open space. The preference for a lake rises in households with higher incomes.

Bond Greenville Greenville Counties tap into the demand

Trading Stock And Bonds Cities and counties across the nation are tapping into this demand. Take Greensboro, where the sidewalk of the revitalized downtown is lined with shade trees and antique shops. The city and this part of Georgia are booming because of growth around Lake Oconee, a 19,000-acre lake with 374 miles of shoreline.

Bond Investing Municipal Greensboro is the county seat of Greene County, which used to be one of Georgia's poorest counties. Now, the annual per capita income of $23,000 is higher than the state average of $21,000. And that's not from rising incomes but from wealthier families moving in. Greene and two neighboring counties market the region as ''Georgia's Lake Country.''

Basis Bond Finance Hill Earlier this year, the state's only Ritz-Carlton hotel outside Atlanta opened here. The sales tax from that hotel alone pumps $2.5 million a year into the local economy.

Bond Explained Terms Trading Nine golf courses, including some of the nation's top-rated real estate courses -- those in subdivisions -- have earned the region a reputation as a golfer's paradise. The Golf Club at Cuscowilla here was ranked the nation's top real estate course last year by Golf and Travel magazine. Two other courses here were in the magazine's Top 40.

Bond Business Investing Stock Greene's population grew by more than 22% to 14,400 during the 1990s. Much of that growth was around Lake Oconee. And it hasn't stopped. Nearly 70% of the building permits issued by the county this year were for houses on the lake. Lakefront developments are booming elsewhere:

Bond Houston Houston * In Jefferson Parish, La., waterfront neighborhoods in Bucktown along Lake Pontchartrain are about to be transformed from a blue-collar suburb into an upscale residential and recreation district. Discussions for the development have included condominiums, an office building and a $10 million marina.

Bond Management Market Risk The popularity of lakefront living is not new. No one knows exactly how many people in the USA live on lakefronts, but an urban expert says those areas saw population growth during the '90s.

Bond In Investing Municipal ''A lot of this growth is occurring in places where people used to have a summer rental or a scenic cabin. Now, it's more big, summer houses or permanent homes, where people go not just for the summer but live all year,'' says Robert Lang, director of the metropolitan institute at Virginia Tech.

Bond Investment Las Las North Property along Chicago's luxurious Lake Shore Drive has always been sold at a premium, says Richard Cebulak of Baird & Warner, the city's oldest real estate firm.

Future Bond Trading System ''The farther out you go from the lake, your prices begin to drop,'' Cebulak says. He estimates that properties on the lake cost 20% to 30% more than comparably sized houses would inland.

Bond In Investing Junk Environmental concerns

Bond Investment Orlando Environmentalists warn that rapid population growth around lakes can sometimes threaten the very source that attracts people.

Bond Free Trading Madison, Wis., is rimmed by four lakes that help make the city of 208,000 a perennial on lists of the nation's most livable cities. Dane County, the state's fastest-growing county, draws about 5,300 new residents a year, many of them to one of the lakes around Madison.

Bond Free Guide Investing Environmentalists say development around the lakes is contributing to flooding problems for both lakefront homeowners and nearby farmers and residents.

Bond Gainesville Gainesville ''When you build parking lots, pavement and rooftops around the lake, the water doesn't soak in. It goes immediately into the lake,'' says Brett Hulsey, a Dane County supervisor and member of the Sierra Club. ''If development keeps going the way it's planned, we're going to have a lot more frequent and more severe flooding.''

Bond David David Guide Guide On Aug. 22, a new county ordinance takes effect. It requires developers to put in storm water measures that will control the kind of rainstorm expected to occur once in 20 years -- which is about 4 inches of rain in 24 hours.

Bond Investment Pensacola The Burke County, N.C., commission went further. The county implemented a moratorium on development on or near Lake James last fall and winter. The delay was needed while officials revised zoning ordinances to address environmental concerns such as erosion and storm-water runoff. ''People were getting concerned that what was really special about this place was going to wind up getting consumed,'' county planning director Judy Francis says.

Bond Introduction Trading During the building hiatus, officials sought ways to cut down on code violations, protect water quality and make the lake more accessible to the public. ''The lake was developing to the point where only the rich could enjoy the lake,'' Francis says.

Bond In Investing Involved In the growing Brainerd Lakes area of Minnesota, environmentalists fret that homeowners are removing vegetation from some of the shoreline. That vegetation serves as a fish habitat, prevents erosion and helps keep the lakes free of algae.

Bond Columbia Columbia Officials in Georgia's Greene County say they are taking steps to prevent the destruction of the lake's ecosystem. Georgia Power, which owns the lake, requires property owners to leave a strip of vegetation of at least 25 to 30 feet between their house and the shore, and up to 200 feet in some places, company official Rabun Neal says.

Becoming Bond Building By Tim Bramlett, chairman of the Greene County Board of Commissioners, says the five-member board aims to make sure the water and sewer system keeps up with the growth. ''Our lake is clean, and it is a prized possession. We need to do everything we can to protect it and keep it clean,'' he says.

Bond Investment Springfield Lake Oconee is rewriting Greene County's demographic profile. ''There's been a huge increase in the number of residences in the upper-income group,'' which has family incomes of more than $100,000 annually, says Robert Giacomini of the State Data and Research Center at Georgia Institute of Technology. ''The growth has also changed the racial mix of that county, from a black majority county to a white majority.''

Bond Com In Investing Four subdivisions sprung up in the '90s. The biggest is Reynolds Plantation, the 8,000-acre, gated community where the Clarks live.

Bond Fastread Fastread Funds The Forbeses, like many newcomers in Greene County, are active volunteers in numerous local organizations. They say they enjoy golfing and visits from their grandchildren. ''All of our friends come down and just cannot believe what there is down here,'' says Margie Forbes, a banker. ''They think it's so nifty and kind of on the quaint side.''

Bond Fayetteville Fayetteville She says she rarely makes the commute to Atlanta. ''I don't have any reason to go there,'' Forbes says. ''I'll go to Augusta. I'll go to Athens. A lot of my friends go in to get their hair done every week. That's just an excuse to go in and do some shopping.''

Bond Clause Estate In When the Clarks started thinking about leaving Buckhead, they had considered the Atlanta suburbs. ''But the problem with that plan is talk about traffic. It's worse there than in the city,'' Frank Clark says. ''And the return on investment in a house is not as great. So you start thinking, 'OK, it's either going to be in the city or get all the way out.' ''

Beach Beach Daytona Bond Here, they've found everything they wanted. And they feel their boys are safe.

''One downside at first was that we didn't have the grocery store right around the corner, didn't have a lot of things you were used to getting in the car and driving to,'' Frank Clark says. ''But we don't even notice that anymore.''
