Bond In Investing Savings Saying they're in a race with developers looking for farmland to purchase, Gloucester County officials announced Tuesday they'll issue $10 million in bonds to speed up their farm preservation program.
A polar bond between hydrogen and a very electronegative element, such as O, N or F, allows a unique secondary bonding between the partially positive hydrogen and atoms with a partial negative charge. The attraction between hydrogen and these negative species is called the hydrogen bond, which is much weaker than the primary polar bond. Hydrogen bonding exists between water molecules because the electronegativity difference between hydrogen and oxygen is 1.4, indicating a polar bond of about 36% ionic character. Refer to Figure 1 .

Nearly 10,000 acres in the rapidly developing county have been preserved in this way. Typically, the payments to farmers come from state Green Acres bond issues.

Municipal Bonds Investment However, "we're at great risk of losing this land," said Sweeney. Farmers owning 300 acres recently withdrew applications for the preservation program for a couple of reasons, he said.

Bond Terms Trading "One, the delays in the program. Second, the financial pressure the developers are putting in front of these farmers is great," Sweeney said.

The state "had some back and forth" with outstanding applications from Gloucester County and awaits a response on most of them, said the spokeswoman, Hope Gruzlovic.

Burlington and Cape May counties have done so, she said. Harrison Mayor Charles Visalli, a township farmer, said delays in the preservation program discourage some farm owners, and the bond issue "is welcome news."
Bond Explained Terms Trading But Visalli, a Republican freeholder candidate challenging Sweeney this year, questioned the timing of the announcement just eight weeks before the election. The problem "has been ongoing for the last 18 months," Visalli said.
Bond Business Investing Stock Gary Schwarz, deputy county treasurer, said the bonds will be repaid with state funds and revenue from the county's farmland and open-space preservation tax. "It's really cost- effective," said Schwarz, noting the county will pay 4.5 percent interest on the bonds while the value of land to be preserved is rising 9 percent annually.
Bond Houston Houston Sweeney, who is also a state senator, said he'll push for " major changes" in the state farmland preservation program. " We really feel it is not farmer-friendly" he said.
